DOST-X Director urges USTP Claveria graduates to lead with innovation, integrity, faith, and service

Department of Science and Technology (DOST) Region X Regional Director Mark Lemuel L. Garcia challenged the 975 graduates of the University of Science and Technology of Southern Philippines in Claveria, Misamis Oriental (USTP Claveria) to embrace innovation, uphold integrity, and remain grounded in faith as they prepare to enter a rapidly evolving world shaped by technological advancement and artificial intelligence.
Garcia delivered the commencement address during the University’s 40th Commencement Exercises held on July 2, 2026, at the USTP Claveria Multi-Purpose Hall, where he emphasized the responsibility of graduates to use science, technology, and innovation as instruments for nation-building and sustainable development.
Quoting Psalm 127:1, Garcia reminded the graduates that education, innovation, and achievement find their deepest meaning when anchored in humility, faith, and divine guidance.
Addressing the realities of the Age of Artificial Intelligence, Garcia encouraged the graduates to embrace emerging technologies while preserving the values that define humanity.
“Do not fear artificial intelligence. Learn it. Master it. Use it responsibly. Let technology amplify your capabilities but never allow it to replace your humanity,” he said.
He explained that while artificial intelligence can process information and perform complex tasks, it cannot replace uniquely human qualities such as compassion, moral judgment, conviction, and the ability to dream.
Garcia also reminded the graduates that earning a university degree marks the beginning of a lifelong journey of learning and service.
“Your diploma is not the finish line. It is your passport to lifelong learning,” he said.
He encouraged them to continue developing their knowledge and skills while using innovation to create solutions that improve lives and strengthen communities. He likewise emphasized that true success is measured not only by personal achievement but also by meaningful contributions to society.
Recognizing the vital role of agriculture in national development, Garcia urged graduates, particularly those from agriculture-related programs, to view the sector as a field driven by innovation, integrating biotechnology, climate science, artificial intelligence, precision agriculture, and data analytics.
“Agriculture has never been more important. No matter how intelligent computers become, they will never eat software. People who manipulate computers will always need food—and someone must produce it,” he said.
Garcia also acknowledged the sacrifices of parents and families who supported the graduates throughout their educational journey. He encouraged the Class of 2026 to remain grounded in faith, humility, and Filipino values while pursuing careers that uplift their families, communities, and the nation.
To illustrate the impact of innovation, Garcia shared the success of a local enterprise in Iligan City that expanded its calamansi processing operations through the DOST’s Small Enterprise Technology Upgrading Program (SETUP). He emphasized that innovation is not merely about adopting technology but about transforming lives and creating opportunities for communities.
Concluding his address, Garcia challenged the graduates to become responsible professionals who will use their education in service of others.
“Protect agriculture, strengthen families, honor your teachers, serve your communities, love your country, and walk humbly with your God,” he said.
Through Garcia’s message, USTP Claveria reaffirmed its commitment to producing graduates who combine technical competence with innovation, ethical leadership, and social responsibility as they contribute to national development and global sustainability.
