USTP, DA-10, and DTI-10 advance agricultural innovation through AgriCircle Project

The University of Science and Technology of Southern Philippines (USTP), through the Center for Human Development (USTP CHD), formalized partnerships with the Department of Agriculture Regional Field Office 10 (DA RFO-10) and the Department of Trade and Industry Region 10 (DTI-10) through a series of Memoranda of Agreement (MOAs) signed on August 19, 2026, at the Chancellor’s Boardroom, USTP Cagayan de Oro.
The agreements included the AgriCircle Project, which focuses on developing a web platform and strengthening support for farmers, agricultural organizations, cooperatives, and agri-based enterprises in Northern Mindanao.
The signing was led by Atty. Dionel O. Albina, Chancellor of USTP Cagayan de Oro; Jose Apollo Y. Pacamalan, Regional Executive Director of DA RFO-10; and Ruel B. Paclipan of DTI-10.
One of the agreements between USTP and DA RFO-10, through the National Urban and Peri-Urban Agriculture Program (DA-NUPAP), covers the establishment and development of clustered, community-based, and privately operated urban agricultural production centers in selected areas of Cagayan de Oro City. The initiative aims to improve access to safe and nutritious food, provide alternative livelihood opportunities, promote solid waste management through recycling and composting, and support urban greening through sustainable agriculture and edible landscaping.
Another USTP – DA RFO-10 agreement supports the AgriCircle Project, particularly the development and implementation of the AgriCircle web platform. DA RFO-10 will provide technical, institutional, and agricultural extension support, including assistance in identifying and engaging farmers, farmers’ cooperatives and associations, agricultural organizations, and other stakeholders. It will also support the provision of agricultural information, technical inputs, capacity-building activities, monitoring, and stakeholder coordination.
Meanwhile, the USTP – DTI-10 agreement complements the AgriCircle Project by supporting farmers’ organizations, cooperatives, and agri-based micro, small, and medium enterprises (MSMEs). DTI-10 will assist in identifying potential participants, provide market and enterprise information, facilitate market linkages and business-matching opportunities where feasible, and contribute industry insights and technical inputs within its mandate.
The agreements establish a framework for USTP, DA RFO-10, and DTI-10 to collaborate on agricultural technology, extension, enterprise development, and community-based initiatives, with the AgriCircle Project serving as a platform for connecting stakeholders and supporting agricultural development in the region.
