Dr. Arancon holds a Ph.D. in Environmental Science from Ohio State University, USA. At present, he is a professor of Horticulture at the College of Agriculture, Forestry and Natural Resources Management, University of Hawaii at Hilo, Hawaii, USA.

Dr. Arancon rendered his expertise by working with the USTP, the Mindanao State University (MSU) – Naawan, and the First Community Cooperative (FICCO) as a Balik Scientist to enhance the Agriculture, Aquatic and Natural Resources (AANR) curricula of the two universities. He also developed a proposal to alleviate the poverty incidence of farmer constituents of the province by adopting S&T technologies in crop production. To address high fertilizer prices, he also worked on R&D proposals to provide farmers with improved nutrient management practices from local sources of nutrients, water, and energy-efficient technologies, and solving crop production problems with precision and smart agriculture using unmanned air vehicles (UAV) or drones.

The program progressed with an exit report presentation from another Balik Scientist Awardee, Dr. Narceo B. Bajet, who worked with Tarlac Agricultural University (TAU) and Mariano Marcos State University (MMSU). Following the presentation, representatives of FICCO, USTP, TAU, MMSU, and DOST shared their impressions.

Dr. Melvin B. Carlos, the Deputy Executive Director for Administration, Resource Management and Support Services (ARMMS) and PCAARRD, concluded the program with closing remarks. He expressed his sincere appreciation for the invaluable time, expertise, and service rendered by Dr. Arancon and Dr. Bajet.
