The University of Science and Technology of Southern Philippines in Balubal (USTP Balubal) and the Philippine Coconut Authority PCA – Region 10 (PCA-X) took a significant step toward strengthening coconut research and agricultural development in Northern Mindanao through an ocular inspection and coordination meeting held on March 12, 2026, for the proposed Shared Tissue Culture Laboratory for Macapuno Coconut and Coconut Nursery Establishment at USTP Balubal.

The visit was led by PCA-X Regional Manager Mrs. Yvette B. Guanzon, together with Bryan Taban, Rosemarie Delapus, Hymn P. Joseph, and Alfredo C. Lagua Jr., personnel of PCA Region X assigned to the Coconut Hybridization and Massive Coconut Planting Program. Representing USTP Balubal were Dr. Dennis A. Apuan, Head of the Center for Advanced Plant Science and Phytotechnologies (CAPSP) and the Acting Campus Director of USTP Balubal, together with Research Associate Harold John Payla. Also present were the faculty members of the Bachelor of Science in Agriculture program, led by Program Chairman Ms. Jeraldine Leal-Giva, along with Ms. Mary Jean Apuan, Head of the USTP Balubal Research and Extension Section.

During the visit, PCA-X officials conducted an on-site inspection of the proposed site and held discussions with university representatives about establishing a shared facility to support the development and propagation of high-quality coconut planting materials.

PCA-X shared during the meeting that ₱20 million has already been allocated for the establishment of a shared facility that will house a tissue culture laboratory dedicated to macapuno coconut propagation and coconut hybridization programs. The facility is expected to be implemented within the year and will serve as a major support infrastructure for the government’s efforts to strengthen the coconut industry in the region.

In addition, an additional ₱10 million in funding has been allocated for the establishment of a coconut nursery at USTP Balubal, which aims to produce approximately 52,624 coconut plantlets. These planting materials are intended to support coconut farmers across Northern Mindanao by providing quality seedlings for regional planting initiatives.

The collaboration between USTP Balubal and PCA-X highlights a shared commitment to advancing agricultural research, innovation, and technology-driven solutions. Through this partnership, the institutions aim to strengthen coconut production, support farmers, and contribute to the long-term sustainability and growth of the coconut industry in Region 10.
