USTP Claveria champions Agropolis S&T Park through Metro-Hackathon 3.0

In envisioning USTP’s Science and Technology (S&T) Parks, the University of Science and Technology of Southern Philippines in Claveria, Misamis Oriental (USTP Claveria) held the two-day Agropolis Metro-Hackathon 3.0, on November 19–20, 2025, at USTP Claveria, Administration Building, furthering the fuel of growth to Claveria’s emerging innovation ecosystem. 


The hackathon includes the soft launch of the Agropolis Hub at Lupok Dairy Farm and the ceremonial signing of a Memorandum of Understanding (MOA) between the Department of Human Settlements and Urban Development (DHSUD) Region 10, led by Regional Director Rey Oñes Niog, and USTP Claveria Campus, represented by Mr. Clint Django Pacana. This partnership lays the foundation for the USTP Agropolis Science and Technology Park, envisioned as the future centerpiece of Claveria’s growing innovation ecosystem—where ideas, technology, and community converge to drive progress. The event also featured the Value Chain Analysis presentation, serving as a blueprint for an integrated hub that empowers both farmers and students, alongside the unveiling of the visual concept for the Agropolis Hub.

Morning Session Highlights

Dr. Dennis T. Yamuta, Vice Chancellor for Finance and Administration of USTP Claveria, formally opened the hackathon as he highlighted the University’s vision of becoming a major agricultural hub and its commitment to local development. Dr. Yamuta’s discussions centered on Stakeholder Role Mapping and Commitment Setting. He emphasized that the success of Agropolis relies on strong and consistent collaboration.

Afternoon Session Highlights

Mr. Clint Django Pacana and Engr. Reuel C. Pallugna, Manager of the USTP AGILA S&T Park, continued the sessions with agencies and industry partners, together with stakeholders, reaffirmed support for the Agropolis S&T Park’s growth and a sustainable innovation ecosystem.

Furthermore, Engr. Reuel C. Pallugna addressed the critical requirement of securing the Environmental Compliance Certificate (ECC), which is essential for establishing the Implementing Rules and Regulations for the S&T Park. A key point of the morning’s discussion centered on transforming the agricultural situation in Claveria, shifting from traditional methods to modern practices by integrating digitalization, enhancing market access, and establishing supportive policies. This focus directly supports the goal of strengthening the innovation ecosystem within the Agropolis S&T ParkThe initial gathering sought to affirm stakeholder commitment to the convergence roadmap and set a foundation for Agropolis.

The Agropolis Metro-Hackathon 3.0 successfully commenced its two-day program centered on strengthening the innovation ecosystem under the strategic theme: “Strategic Convergence and Innovation across Academe, Industry, Government, and Community,” emphasizing the University’s commitment to drive stronger cooperation among these vital sectors.

USTP Agropolis Progress

Mr. Pacana presented the latest Agropolis updates and underscored a significant future collaboration with Senator Bam Aquino on the initial Industry-based Master Plan (IBMP) for the Agropolis hub, following a recent courtesy visit to his office. Meanwhile, Engr. Palugna focuses on the regulatory processes of the park in which he addressed the critical necessity of securing the Environmental Compliance Certificate (ECC), which is essential for establishing the Implementing Rules and Regulations for the S&T Park.

The DENR Region X commits that as part of the signatories of the Agropolis MOA 2021, they will support the processing and in compliance with ECC. Agricultural Transformation: A core discussion point was also addressed from LGU Claveria representing Councilor Van Barros, they support the Agricultural situation in Claveria, specifically the goal to transition from traditional methods to modern practices by integrating digitalization, enhancing market access, and establishing supportive policies. This focus directly supports strengthening the innovation ecosystem within the S&T Park.
