USTP earns Kislap Award for advancing infrastructure audit capacity in local governance

The University of Science and Technology of Southern Philippines (USTP) earned another national recognition after receiving the Kislap Award at the Capacity Development Awards for Catalysts of Excellence–Expanding Connections for Excellent Local Governance (CapDev ACE-ExCEL) on December 10, 2025, at The Manila Hotel, for its vital role in strengthening local governance through infrastructure audit capacity-building.

USTP System President Dr. Ambrosio B. Cultura II formally accepted the award on behalf of the University during the ceremony organized by the Department of the Interior and Local Government (DILG) through the Local Government Academy (LGA). The awards program recognizes outstanding contributions of officials, teams, and development partners that advance local governance and uphold the values of Matino, Mahusay, at Maasahan.

USTP was recognized for its partnership with DILG Region X in implementing the Specialized Infrastructure Audit Training, an initiative designed to address gaps in technical capacity for standardized infrastructure audits. Through hands-on technical modules and evidence-based practices provided by the University, DILG and local government personnel were equipped with enhanced competencies in audit procedures, quality assurance, and compliance with national standards.

The program led to measurable improvements in the accuracy, consistency, and accountability of infrastructure assessments across Region X, marked by the submission of Infrastructure Audit Reports by 71 local government units as of October 31, 2025.

As part of the initiative, Dr. Israel A. Baguhin, Dean of the USTP Cagayan de Oro College of Engineering and Architecture (CEA), and Dr. Joseph Cloyd L. Lamberte, Professor of CEA, served as resource speakers during the Orientation on the Infrastructure Audit Program and Memorandum of Agreement signing held on August 22, 2025, at Limketkai Luxe Hotel, Cagayan de Oro City.

The recognition underscores USTP’s continued commitment to public service and capacity-building initiatives that support transparent, accountable, and evidence-based local governance, in line with the event’s theme, Taon ng Ani, Taon ng mga Bay-Ani.
