USTP Panaon, PSA lead training to enhance data-driven governance

To institutionalize evidence-based decision-making at the grassroots level, the Philippine Statistics Authority (PSA), in collaboration with the University of Science and Technology of Southern Philippines in Panaon, Misamis Occidental (USTP Panaon), organized a specialized training on the “Training on Basic Statistics.” The training was participated in by the Local Government Units (LGUs) and was held on March 4 to 6, 2026, at Cinderella Hotel in Tangub City, Misamis Occidental. Faculty from USTP Panaon served as lecturers during the training.

This three-day initiative was attended by technical staff and planners from the municipalities of Panaon, Jimenez, Sinacaban, Tudela, Clarin, Don Victoriano, and Bonifacio, as well as the cities of Ozamiz and Tangub, convened to bridge the gap between academic theory and practical governance.

The comprehensive training series was structured to take participants from foundational theory to practical application. The first two days focused on identifying reliable data sources such as the Community-Based Monitoring System (CBMS), PSA records, and administrative data, including mastering technical tools like measures of central tendency and dispersion. Participants also delved into data visualization, learning how to translate raw figures into clear tables and charts to ensure data quality and integrity before it reached the policy-making table.

The final day of the training culminated in a hands-on workshop where participants applied statistical results to actual local scenarios, including sectoral planning and monitoring. As the session concluded, organizers emphasized that strengthening the statistical capability of these nine LGUs is a vital step toward transparency, ensuring that every local project is backed by empirical evidence.

Moving forward, all participating LGUs are urged to adopt these statistical frameworks in their upcoming local development plans.
