DILG-10, USTP partner to drive economic growth and food security in NorMin

The Department of the Interior and Local Government (DILG) Region 10, through its Local Governance Regional Resource Center (LGRRC), convened its 1st Semester Multi-Stakeholders Advisory Council (MSAC) Meeting on April 7, 2026, in Cagayan de Oro City, highlighted by the signing of a Memorandum of Understanding (MOU) with the University of Science and Technology of Southern Philippines (USTP). The partnership aims to accelerate the development of the Agropolis Hub in Claveria, positioning the University’s research and innovation initiatives as drivers of economic growth in Northern Mindanao.
The Agropolis initiative reflects a strategic shift in the role of higher education institutions—from traditional instruction to active participation in regional development through Science and Technology Parks. Anchored on a “quadruple-helix” framework, the initiative brings together government, academia, industry, and communities to collaboratively address societal challenges.
In his message, DILG Region 10 Director Bruce A. Colao, CESO V, emphasized the importance of multi-sectoral partnerships in promoting evidence-based planning and efficient resource utilization. He noted that the MOU aligns with the National Convergence Initiative for Sustainable Rural Development (NCI-SRD), reinforcing inclusive and responsive public service.
The Agropolis Hub at USTP Claveria serves as a core component of the broader “Food City” vision for the region. Key partner agencies identified their respective roles in supporting this initiative. The Department of Environment and Natural Resources (DENR) ensures that agricultural development aligns with environmental sustainability. The Department of Agrarian Reform (DAR) focuses on empowering farmers through land tenure security and access to support services. The DILG leads governance and capacity-building efforts, while USTP serves as the academic hub, contributing research-driven solutions and strategic planning frameworks.
The meeting also featured presentations on LGRRC operational updates, information and communications technology (ICT) initiatives, and innovative local governance programs, including the Camp Bilal Transformational Initiative. Partner agencies such as the Department of Energy (DOE) and the Department of Trade and Industry (DTI) shared updates on energy conservation and market monitoring efforts.
Assistant Regional Director Yvette Tolentino Sunga concluded the meeting by emphasizing the shared responsibility among stakeholders in advancing regional development. She highlighted the importance of integrating programs and initiatives into a unified convergence area development plan to ensure inclusive and sustainable growth in Northern Mindanao.
The collaboration between USTP and DILG Region 10 underscores a unified commitment to innovation, sustainability, and inclusive development, positioning the Agropolis Hub as a catalyst for transforming the region into a competitive agri-industrial center.
