USTP Claveria procurement practitioners complete training on New Government Procurement Act

Procurement practitioners from the University of Science and Technology of Southern Philippines in Claveria, Misamis Oriental (USTP Claveria) completed a three-day face-to-face training seminar on Republic Act No. 12009, or the New Government Procurement Act (NGPA), and its Implementing Rules and Regulations (IRR) from August 11 to 13, 2026, at the Grand Regal Hotel in Davao City. The training was organized by Mindanao State University (MSU) Maguindanao in partnership with the Government Procurement Policy Board (GPPB) and its Technical Support Office (GPPB-TSO) under the Department of Budget and Management (DBM). The activity formed part of Batch 1 of the nationwide NGPA Caravan Training, which gathered more than 200 public procurement practitioners.
USTP Claveria was represented by personnel from the Bids and Awards Committee III (BAC III), BAC Secretariat, and Procurement Services Unit, including the BAC III Chairperson, Vice Chairperson, members, BAC Secretariat Head, and Procurement Services Unit Head.
Procurement reforms and strategic planning
The first day focused on the statutory framework and key reforms introduced under RA 12009. Engr. Ariel Lagmay, GPPB Recognized Trainer, discussed strategic procurement planning, mandatory market scoping, and fit-for-purpose procurement strategies aimed at improving the use of government resources.
The session also highlighted the principle of value for money, which considers procurement quality and long-term value in government purchasing decisions.
Procurement modalities and digitalization
The second day covered authorized procurement modalities, updated eligibility requirements, and procedural rules under the NGPA. Mr. Datu Mohammad Benito, CPA, GPPB Recognized Trainer, discussed the operational requirements of public procurement under the new law.
Director Rommel Rivera, GPPB Recognized Trainer and PS-DBM Resource Speaker, also led a session on electronic procurement, including the use of the modernized Philippine Government Electronic Procurement System (PhilGEPS) and other digital tools to improve procurement efficiency and maintain transparent and auditable transaction records.
Contract implementation and compliance
The final day focused on contract implementation and post-award administration. Atty. Tareeq Yahya Timhar A. Radjaie, GPPB Recognized Trainer, discussed contract execution, monitoring of deliverables, contract amendments, and administrative sanctions for non-compliance.
The three-day training concluded with an open forum, post-test reminders, and closing remarks from Dr. Arceli B. Naraga, Vice Chancellor for Planning and Development of MSU Maguindanao.
Through the training, USTP Claveria procurement practitioners gained updated knowledge on the implementation of the NGPA and its IRR. The learning gained from the activity will support the Campus in strengthening procurement planning, improving contract administration, and ensuring compliance with national government procurement policies.
