USTP Oroquieta earns Philippine Army recognition for community extension and livelihood initiatives

The University of Science and Technology of Southern Philippines in Oroquieta, Misamis Occidental (USTP Oroquieta), through its Research, Innovation, and Extension Office (RIEO), received a Command Plaque of Recognition from the 10th Infantry Battalion, 1st Infantry Division, Philippine Army, during Stakeholders’ Night 2026 held on June 30, 2026, at the battalion headquarters in Barangay Burgos, Oroquieta City.
The recognition was conferred in appreciation of the University’s contribution to the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) through its flagship extension project, PAN BISAYA: From Arms to Apron, which provides livelihood training for Friends Rescued (FRs).
The plaque was received by Ms. Maria Liberty B. Doncillo, Section Head of the Research, Innovation, and Extension Office, on behalf of USTP Oroquieta. The award recognized the University’s efforts in equipping program beneficiaries with practical skills and livelihood opportunities that support their reintegration into their communities.
Implemented under the University’s NUTRICARE Extension Program, PAN BISAYA was developed in partnership with the Department of Trade and Industry (DTI) and the 10th Infantry Battalion. The initiative provides training in bread making, food safety, entrepreneurship, and basic business management using Asenso Pan de Bisaya, a food product developed by USTP Oroquieta.
Since its implementation, the program has trained 27 Friends Rescued, enabling them to acquire livelihood skills and establish small bread-making enterprises to help support their families.
The initiative was further strengthened through the support of the Provincial Government of Misamis Occidental under Governor Henry S. Oaminal, which facilitated the establishment of the Pan de Asenso Panaderya at Balay Paglaum in Barangay Burgos, Oroquieta City. The facility serves as the production center for Asenso Pan de Bisaya while providing beneficiaries with a sustainable livelihood and supplying bread products to communities across Misamis Occidental.
The recognition underscores the role of collaboration among higher education institutions, government agencies, local government units, and the Armed Forces of the Philippines in advancing community development, livelihood opportunities, and peace-building initiatives.
